As part of the Small Project Fund (EmBRACE) within the Interreg VI-A IPA Croatia – Bosnia and Herzegovina – Montenegro program, the project “International Security Operations Centers for Reducing the Impact of Cybercrime (ISOC for RIC)” has been successfully completed, with co-financing from the European Union. The SPF beneficiary for the project is the Croatian Agency for Small Business, Innovation, and Investments (HAMAG-BICRO).
The project was jointly implemented by the following partners:

- TRONY NETWORK d.o.o. (Montenegro)
- COMVERSUM d.o.o. (Bosnia and Herzegovina)
From Project to Operational Service
The ISOC for RIC project successfully addressed the growing challenges of cybercrime, which increasingly targets micro and small enterprises, as well as critical infrastructure entities in the region. As a result of the project, an international network of three Security Operations Centers (SOC) has been established in Croatia, Bosnia and Herzegovina, and Montenegro. These centers are interconnected and operate 24 hours a day, 7 days a week.
This has created a unique cross-border cybersecurity service that enables continuous monitoring, rapid detection, and a coordinated response to security incidents, regardless of national borders.
A New Level of Cybersecurity
Through the implementation of this project:
- Cybersecurity capabilities of SMEs have been enhanced.
- Continuous protection of IT infrastructure is now available.
- The resilience of business systems to modern cyber threats has increased.
- The application of EU cybersecurity standards, including ISO 27001 and NIS2 Directive requirements, has been extended to countries outside the European Union.
The service developed through the project is based on centralized monitoring and real-time sharing of security information, which significantly reduces response times and increases the probability of timely threat detection.
Upon completion of the project, the established SOCs continue to function as a permanent and sustainable cross-border cybersecurity service. The model developed is scalable and applicable beyond the program area, enabling partners to further develop advanced security solutions.
The ISOC for RIC project has made a concrete contribution to strengthening regional cybersecurity and increasing the competitiveness and resilience of micro and small enterprises in an increasingly complex digital environment.
